According to the deputy minister by 2020 domestic enterprises of the MIC can produce up to 95-98 % of the hi-tech equipment for the fuel and energy complex. Now such equipment is imported. “It is necessary for the development of the oil and gas fields, in particular, in the continental shelf” - has emphasized A.Reus.

The deputy minister deems it necessary to generate a single list of the hi-tech now imported equipment for the fuel and energy complex, which is planned for the manufacture by the defense companies. "Now MIC makes over 30% of the equipment for sector and in a number of fields 100%".

It is necessary to lower the specific share of the state controlled stocks in the vertically integrated enterprises of the MIC. Mr. Reus voiced the position of the government after the meeting of the MICom, where he was present. Ministry of industry calls the government to create the conditions for the participation of private business in the work of the defense enterprises. Participation of business and development of cooperation should not be restrained by anything, except for the considerations of the national security.

As he said, it is necessary to create the conditions for increasing the capitalization of the vertically integrated structures. In particular, it is necessary to reduce the state controlled stocks and attract private businessmen to participate in the management. Without this the enterprises of the MIC will not be able to do full technological equipment, reconstruction of capacities, updating the base etc. The state should act as the guarantor of the risk in this partnership. Besides, according to the deputy minister, it is necessary to work more actively with ensuring the preferential crediting of the defense organizations, which are making high tech products.

Further comments of the deputy minister could be regarded as a reflection of the decisions taken during the meeting of the MICom. By the end 2015 Russian military-industrial complex should have up to 40 large hi-tech and diversified companies which will be specifically diverse. "Diversification of the production in these companies becomes the basis for their work, they will be capable of self-development, efficient control…”

He has emphasized that such companies should work, first of all, in the spheres of aviation and shipbuilding, radio electronics, manufacture of the import-replacing equipment. According to Mr. Reus such spheres are attractive for investments. "But without participation of the state it will be difficult to attract the means of the private investors, the state should be the guarantor against possible risks".

According to Mr. Reus by 2015 the specific share of the civil production in the total production volume of the MIC can make more than 60%. In the sphere of radio-electronics the volumes of the growth will be up to 10 % a year, once in three-five years updating of the range of products will take place.
