Russian Maritime Collegium and the State Council held a joint meeting

The meeting took place on May, 2 in Murmansk. Part of it took place on board of the newly commissioned ice breaker 50 Let Pobedy. The joint meeting was dedicated to the development of the infrastructure of all national sea transport and, in particular, the problems of the development of the Arctic transport system. The most important question is the development of seaports, according to the President Putin. Now in Russia there are 62 such enterprises, but the cargo flow is still oriented to foreign ports. The reason for that is the insufficient development of the infrastructure of the Russian ports, which often simply do not meet the requirements of modern economy. Therefore it is necessary to develop already now concrete programs of actions for each port, not for the laws which can be shortly introduced. (Vladimir Putin meant the law on ports’ special economic zones). A priority direction in these activities is extending the transit capacity of the ports which are part of the separate transport corridors. The worst problem for the seaports is the issues related to land tenure. As Putin emphasized, 50 percent of the bureaucratic delays around ports arise just because of the land property. The President demanded already this year to settle all disputes and precisely outline the borders of the Russian ports.
