*** Neva Shipyard lad down the tanker for the Norwegian company Haugland Tankers AS. The tanker is bunker type, project 10021. In 2006 the loss of the shipyard according to the Russian standards of book keeping made 11 million 426 thousand RUB.

 

*** Russian Auditing Chamber evaluated the rates of the accelerated development of the hi-tech branches of the Russian Federation. The Chamber reported on the unfulfilled contracts on civil planes in 2006-2007 and unfinished arrangements with the system of leasing aircraft. According to the Auditing Chamber the documents determining the development of shipbuilding are also insufficient: draft federal law determining the measures of state support of the shipbuilding had been discussed for 8 years and the branch federal target program is absent so far.

In the field of the space-rocket industry a number of problems were revealed too. In 2006-2007 the industry did not reach the target indicators and parameters specified by the federal space program of Russia for 2006-2015 and the federal target program Global Navigating System. Moreover, not all works financed by Roscosmos were used practically. With a big degree of probability system GLONASS will not be a competitor to GPS in the near future. The tender held in 2006 on creating the of new generation spacecraft "Clipper" has been recognized failed.

 

*** In December, 2007 Yaroslavl Shipyard successfully finished the state tests of the border guard patrol ship of the project 10410 Svetlyak. The State Acceptance Committee signed the acceptance certificate. After transition preparations in spring 2008 the new ship will be moved to the place of its permanent base. The construction of the ship lasted almost nine years due to insufficient financing. Its finishing became possible due to the agreement reached by the border guard service of the FSB of Russia, managing company Finsudprom and Roseksimbank. Yaroslavl shipyard pointed out that it badly needs free space in the slipways.

 

*** Irkut announced serial manufacturing of the UAVs Irkut-2M. This year it is planned to begin serial deliveries. According to the head of the sector of international cooperation of the directorship of UAV development programs of Irkut Alexander Kondrashin as of today the Ministry of Emergencies of the Russian Federation operates just one Irkut-2M. So far this complex gained excellent references. The quality of the information received by this UAV weighing just 3 kg in terms of quality is comparable with that which received by the observer being in the piloted helicopter.

 

*** Deputy head of Minpromenergo Denis Manturov confirmed India is ready to pay additional $600 million for the upgrade of Admiral Gorshkov. It was said before Russian Prime Minister Victor Zubkov left for India, however, the final sums and terms will be decided during the visit of the official Indian delegation to Russia. Russian officials estimate the additional funding necessary at $1 billion. Minpromenergo publicly stated that $500-600 is too little to level up the project. Russian media gossips about the conditions under which Sevmash will become part of the USC. On the one hand the government has some “measures on financial improvement of the shipyard”, on the other it does not plan to assist the project of Admiral Gorshkov directly. The expert of CAST Konstantin Makienko believes that suspending the works on the aircraft carrier is highly undesirable. There are some measures which would allow continuing financing the modernization before the money from India come. For example, it could be a credit to Sevmash under privileged terms. The expert does not believe that India hardly will pay more than $500-600 million.

 

*** Russian Minister of Communications Leonid Reiman announced a new micro chip for Glonass. In 2009 GLONASS will be a serious competition to GPS, because by that time Russia will introduce a new domestically made chip, according to Reiman.

 

*** Zvezdochka finished repair and modernization of the nuclear submarine Ê-117 «Bryansk». The sub was passed over to the Russian Navy. According to the press-service of the enterprise Evgenie Gladyshev the ship has been seriously upgraded. Its combat power was improved in terms of reducing the noise, increasing the opportunities of tracing enemy's subs, increasing survivability and nuclear safety. The service life of "Bryansk" has been prolonged for ten years. Repair of the submarine began in 2002, however, according to the audior of CAST Michael Barabanov because of the shortage of financing the repair of "Bryansk" was strongly delayed, the works were repeatedly suspended. Bryansk became the fourth submarine of one of the most modern projects 667BDRM which passed repair and upgrade. In the near future it is expected that Zvezdochka will take the next (6th) sub of this type - "Novomoskovsk". The seventh sub of this type "Vladimir" will be converted into a sub of special purpose. Because of the slow repair, in the opinion of Barabanov, the combat structure of the Navy now has just four subs of this project.

 

*** Russian Air Force is building a new test range. According to the head dept for combat training of the Air Force of the Russian Federation general-lieutenant Vladislav Stytsenkov the new aviation test range is being built in the south of Russia. The construction takes place in the North-Caucasian military district near Taganrog. The name of the new test range is Kushchevsky. It will be the largest in Russia and will be equipped with the latest equipment. It is intended for training and testing all kinds of aircraft, air defense units and joint units of the Air Force and Air Defense, as well as for training the staff of the Ministry of Internal Affairs and the Ministry of Emergencies.

 

*** Russia may set up yet another state holding. The head of the state corporation Russian Technologies Sergey Chemezov has addressed to the President Vladimir Putin with a proposal to take over state owned stocks in the Russian airlines. The govt has the controlling ineret in the majority of the domestic airlines. In this way a new monopoly is feasible.

 

*** Russia is about to sign a huge aviation deal with Iran. Authoritaive Aviaport Ru predicts signing large contracts on the deliveries to Iran passenger planes Tu-214 and Òó-334. It is possible as early as in the second half of this year. At the moment the parties discuss serial production of these aircraft in Iran. In the beginning Iran could do the assembly of large units, then integration of the Iranian industry in the production will increase.

 

*** Zvezdochka developed the project on constructing auxiliary fleet and sea platforms for the Arctic shelf projects. According to the official representative of the enterprise implementing this project will allow the shipyard for creating highly efficient specialized complex of constructing medium tonnage sea platforms and auxiliary vessels. It will be possible to deliver self-elevating drillnin platforms at the rate of one unit every year and half. The complex will also enable the shipyard to make annually two supply vessels for the platform and also up to four vessels of technical and auxiliary purpose - tugs, diving vessels, bunkers etc.

 

*** In 2008 Russian Air Borne Forces (VDV) will commission about 30 new BMD-4. According to the Commander of VDV general-lieutenant Valery EvtuhovichC now VDV already has one battalion equipped with BMD-4. 30 machines more equals one more batallion. Further modernization of the machine is underway. BMD-4M will have new chassis, the advanced complex of arms and digital fire control system.

 

*** Azerbaijan intends to buy one amphibian-plane Be-200. Totally the country needs several units. At the moment the customer cannot afford more.

 

*** “Russian Technologies” to work together with private mining business. The head of the state corporation Sergey Chemezov has found the strategic partner for the mining projects. One of the structures of ROE created a 50:50 joint company with Renova, belonging to Victor Vekselberg.

 

*** Russian Technologies, UAC and the govt of the Moscow region will present to the President Vladimir Putin the plan of construction of the National Center of Aircraft Construction to be located in Zhukovsky. It will host the designers and researchers so far remaining in Moscow. The developers of strategy want UAC to become one of 7-8 companies in the world providing the market of civil aircraft with about 1800 planes annually. For this purpose UAC needs to sell 250-300 aircraft a year (10-15 % of the world market). It would require a 30 % production growth from the next year. Simultaneously military and military-transport aircraft made in Russia should take 20-30 % of the world market, meaning the sales of40-60 planes in a year.

 

*** EU hinders certification of Tu-204-120-SE. Certification is to be finished this year, but according to AviaportRu all of a sudden it turns out that Russia has to submit and approved once again the documents which were once accepted. Russian sources consider this as artificial hindering the process. In spite of everything bad said about Russian aircraft Tu-204-120 has nearly the same technical parameters as European aircraft, but it is considerably cheaper. EU does not welcome Tu-204, as this aircraft is considered as a competitor.

 

*** Russia has 39 confirmed orders for the amphibious Be-200.

 

*** License manufacturing of Tu-334 can be organized in India. Corresponding arrangements were reached between KAPO Gorbunova and Hindavia Aeronautical Service PVT Ltd. (India). According to the press-service of the government of Tatarstan the protocol of intentions was signed during the visit to Tatarstan Indian of the Indian delegation headed by the president of Hindavia Aeronautical Service S.Bosse. The document also provides for participation of Hindavia Aeronautical Service in the investment project of KAPO; purchases of Tu-334 and Òu-214 and their deliveries to India; the exclusive rights of the Indian company to sell both planes in India, Bangladesh and Sri Lanka.

 

*** The management of the Perm engine-building complex (PMK) reported a steady production growth. As of January, 1st, 2008 the company had contracts for three years on delivering 97 engines for aircraft in 2008 - 2010. In total sales are expected to grow by 32 % in 2008. According to the general director of the JSC Managing Company "Perm engine-building complex" Yuri Reshetnikov soon PMK will reach the level of 100-120 engines a year.

 

*** All defense enterprises of Ryazan region are working at 100 % of their production capacities. According to the governor of the Ryazan region Georgy Shpak 25 percents of the production of the regional MIC is civil goods. "Sometimes there is even some lack of the production capacities".

 

*** Under a three-year program of modernization Omsktransmash is to increase production volumes at least up to 7-9 billion RUB by 2010. According to the results of the meeting between the general director of UWZ Nikolay Malyh and the governor of Omsk region Leonid Polezhaev at the moment Omsktransmash is being prepared for the assembly of tractors and engines, assuming the capacity of 3 thousand tractors a year. Technological unification with UWZ and along the chain Nizhni Tagil - Chelyabinsk - Omsk is also underway. Additionally Omsktransmash will make rail platforms for oil tanks, at the first stage at the rate of 400-500 units.

 

** Saudi Arabia wants to buy Russia with all its arms. According to the unofficial, but quite reliable sources Riyadh suggests buying a lot of Russian arms and in exchange Moscow is expected to refuse from its cooperation with Teheran. Totally (also in civil sphere Saudi Arabia promises the turnover of 50 billion USD). It it certain that some deals will be struck. Some mentioned by the Russian are 100 BMP-3, about 150 tanks T-90S, 161 helicopters of the types Mi-17,35 and 26, nearly all latest versions of the air defense systems, including Pantsirs and S-400. However, this is hardly possible. Firstly Almaz-Antei is loaded with orders till 2012, secondly Russia badly needs S-400 itself.

 

** Basalt to expand its cooperation with India. According to the general designer of the company Vladimir Korenkov the parties are about to make deals on several products. It includes: aviation bombs with ready charges in the range between 100 kg and 500 kg. One OFAB-100-120Ì (100kg) was once developed by Basalt with own means. The bomb is of the same dimensions as the earlier version OFAB-100-120, but the designers claim "no match" characteristics. At the moment Basalt is finalizing the proposal on the upgrade of the 500 kg bomb ODAB-500 PMV and the "cassette" version RBK-500U BETAB-M. Other “promising directions” are RBC-500 SPVE-D with the elements of “Motiv” and OFZAB-500.
