Russian Technologies strive for the status of «a state in a state»

The head of the state corporation Sergey Chemezov is keen to receive from the state not only large industrial assets but also the multi-billion budget financing. At least this is the essence of the draft decree of the government of the Russian Federation (by the way prepared by Russian Technologies). According to this document the state corporation is supposed to get the functions of the state customer under so called defense orders and more importantly the functions of distributing the means from the federal budget allocated for the defense. If the document is approved by the government from January, 1, 2009 Russian Technologies will become the state customer under six federal target programs totally having the budget of over one milliard rubles. Most experts call such a power "extremely high". No oligarch in no period had anything similar. However, CAST voiced in favor of such a competence of Rostechnologii. On the contrary, the meeting of the Russian researches held in the MGTU of Baumana, an organization with ultimate authority, point out that it is impossible to substitute the program of the development of industry with functions of distributing money even supported with political declarations and creation of hyper-corporations.
